International Business Settlement Holdings Limited, or IBS, agreed to acquire QuantumCompute Solutions Limited for HK$563 million. The Hong Kong-listed company announced the share purchase agreement on 30 October 2026. IBS currently provides fintech and computing power services.

Deal structure

QuantumCompute Solutions indirectly owns about 85.94% of Shanghai Tianjing Fulian. Foxconn Industrial Internet holds another 5.56% stake in that business. Completion will make QuantumCompute Solutions a wholly owned subsidiary of IBS.

Target business

Shanghai Tianjing Fulian designs AI system-on-chip products and integrated solutions. It targets low-power, cost-effective AI computing and edge computing applications. It is an authorized independent chip design house for MediaTek.

Leadership support

IBS named Dr. Tang Tianshen as chief strategic consultant for its fintech-related businesses. He holds a doctorate in electronic engineering from Texas A&M University. He previously held senior roles at Intel, Shanghai Hua Hong, and SMIC.

The Board expects the acquisition to accelerate IBS's entry into AI semiconductor and edge computing sectors. Completion will add AI chip design capabilities and specialized technical talent. The Board also expects the deal to support an ecosystem covering computing infrastructure, AI chips, and AI application solutions.
