Tax compliance software provider Sovos has acquired Tel Aviv-based Blue dot, an AI-powered VAT intelligence and recovery platform, as it looks to expand its capabilities across transaction diagnostics, travel and expense data, and VAT recovery. Announced on September 15, 2026, the transaction will bring Blue dot’s machine learning technology and data science team into Sovos’ broader tax compliance platform. Financial terms of the acquisition were not disclosed.
Expanding Into VAT Recovery
Blue dot specializes in helping enterprises identify recoverable VAT across travel and expense and accounts payable transactions by analyzing invoices, receipts, expense reports, and other financial documents. Its technology cleans, validates, enriches, and contextualizes fragmented transaction information before converting it into structured data that can be used for tax recovery and compliance processes. The platform serves hundreds of enterprise customers across sectors including financial services, consumer goods, retail, and manufacturing.
Blue dot has also developed enterprise distribution capabilities through SAP Concur, where it holds Endorsed App status, extending its reach into corporate expense-management workflows. According to Sovos, the platform achieves more than 98% accuracy across VAT and taxable employee benefit processes, while its customer relationships average approximately five years. Sovos said the business generates roughly 99% of its revenue on a recurring basis, adding an established VAT recovery operation to its indirect tax portfolio.
Strengthening Sovos’ AI Technology
A significant part of the transaction centers on Blue dot’s AI infrastructure, which has been developed using enterprise tax and transaction data over nearly a decade. The platform incorporates more than 150 purpose-built AI models, a real-time orchestration engine, a transaction knowledge graph, and agentic technology supporting functions such as document ingestion and reconciliation. Sovos plans to integrate these capabilities into its existing compliance transaction workflows and recently expanded Sovos Intelligence offering.
The integration is intended to move Sovos beyond identifying tax compliance errors toward diagnosing the underlying business events responsible for them. By combining transaction-level compliance rules with contextual information drawn from expense and accounts payable data, Sovos aims to explain why a transaction failed and identify changes that could prevent similar issues from recurring. The approach is increasingly relevant as tax authorities introduce systems requiring businesses to validate transactions in closer to real time.
Responding to Real-Time Tax Requirements
Continuous Transaction Controls are expanding across jurisdictions in Europe, Latin America, Asia, and other markets, changing how businesses manage invoice reporting and tax validation. These systems increasingly require companies to submit structured transaction information to tax authorities before or shortly after transactions occur, creating greater demand for accurate and consistent data across enterprise systems. Sovos expects Blue dot’s technology to strengthen its ability to reconcile information coming from regulated business invoices with employee expenses and corporate card transactions.
The company also sees the acquisition as supporting customers preparing for the European Union’s VAT in the Digital Age reforms and other evolving digital tax mandates. Combining multiple transaction sources could help businesses identify duplicate information, inconsistencies, and incorrectly reported VAT before those issues become compliance problems. Sovos intends to connect these capabilities with the broader compliance infrastructure it operates across more than 150 countries.
Blue dot Team Joins Sovos
Blue dot’s engineering and data science employees will become part of Sovos’ product and technology organization following the acquisition. The incoming team brings experience developing and deploying production machine learning systems against complex transaction and tax datasets across multiple jurisdictions. Sovos CEO Kevin Akeroyd said Blue dot’s combination of tax intelligence, enterprise transaction data, and agentic technology would provide an additional foundation for the company’s broader AI strategy.
The Blue dot acquisition expands Sovos beyond traditional tax determination and reporting by adding AI-driven VAT recovery, transaction enrichment, and diagnostic capabilities. It also gives Sovos a mature portfolio of machine learning models and an experienced AI engineering t
