Move It, a motorcycle taxi platform owned by Grab Philippines, is appealing a P555.75 million (US$8.7 million) fine from the Land Transportation Franchising and Regulatory Board. The regulator penalized the company for allegedly exceeding its authorized rider count under the motorcycle taxi pilot program. Move It has filed a motion for reconsideration.
Pending appeal
The board confirmed that the penalty is not final because Move It filed a motion for reconsideration. It also declined to share additional investigation details while legal proceedings remain active. The company is contesting the regulator's method for counting rider allocation.
Rider count dispute
Move It is authorized to field 17,746 riders, according to the LTFRB. The board counted 55,575 unauthorized rider-partners across Metro Manila, Cebu City, and Cagayan de Oro. It imposed a fine of P10,000 for each unauthorized rider.
How Move It counts riders
Move It said rider allocation should be a dynamic measure of live, on-demand supply. Riders go online and offline throughout the day based on their schedules. The platform added that tracking active riders during peak hours helps maintain enough supply for commuters.
The motorcycle taxi pilot program still limits how many riders each accredited operator can deploy. Industry stakeholders have asked for that cap to be reconsidered. Move It said it is working toward more flexible rules for motorcycle taxis.
