HCLTech has announced a landmark investment of 142.57 billion rupees, approximately $1.48 billion, to establish its first artificial intelligence data center in Odisha. This significant project, developed in partnership with startup Sarvam AI, also includes a new global technology hub in Bhubaneswar. The initiative is poised to significantly bolster India's sovereign AI capabilities and digital infrastructure.

A Landmark Investment in AI Infrastructure

The substantial investment will fund the development of a state-of-the-art AI data center within the upcoming Odisha Sovereign AI Park. This venture is a collaborative effort, receiving financial support and incentives from the Odisha state government. The project underscores a strategic public-private partnership aimed at fostering technological growth within the region.

Alongside the data center, HCLTech will establish a global technology center, which is projected to create 5,000 new jobs by its operational launch in 2028. This dual development marks HCLTech's formal entry into the AI infrastructure business, diversifying its portfolio beyond traditional IT services. The center will serve as a major hub for innovation and digital solution delivery.

Strengthening Sovereign AI Capabilities

A primary goal of this initiative is to strengthen India's sovereign AI ecosystem by providing secure, scalable, and high-performance computing infrastructure. The facility will cater to government bodies, research institutions, startups, and private enterprises across the country. It aims to democratize access to advanced AI resources for a wide range of users.

The project will leverage HCLTech's comprehensive full-stack AI capabilities in conjunction with Sarvam AI's indigenous foundation models. This synergy is designed to produce sector-specific AI applications tailored for both public and private sector needs. The collaboration will also focus on delivering multi-lingual AI services to enhance accessibility nationwide.

Strategic Vision and Industry Trends

This investment reflects a broader trend among India's leading IT services firms, which are expanding into the data center business to capitalize on surging AI demand. HCLTech's move follows a similar announcement by its competitor, Tata Consultancy Services, highlighting the industry's strategic shift. The AI boom has made India a key market for data center development.

HCLTech's CEO, C Vijayakumar, articulated a vision to deliver end-to-end AI services, encompassing the entire value chain from data centers to applications. He emphasized that integrating GPUs, models, and applications creates a significantly higher magnitude of value. This full-stack approach is central to the company's long-term strategy in the competitive AI landscape.

The strategic partnership with Sarvam AI was solidified by HCLTech's recent acquisition of a 10.5% stake in the startup for $150 million. This prior investment signals a deep commitment to building a robust AI foundation from the ground up. It ensures close alignment and integration of capabilities for the new Odisha-based hub.

HCLTech's massive investment in Odisha represents a pivotal moment for both the company and India's technology sector. By building a comprehensive AI ecosystem, the project will not only drive significant economic growth and job creation but also enhance the nation's digital sovereignty. This forward-looking initiative positions HCLTech as a key architect of India's AI-powered future.
