Finnish AI company Agion and Sweden's SIROS Foundation announced a strategic partnership. The partners plan to explore how to verify AI agents' identities, permissions, and authority. Agion builds Agion OS, a platform for governing AI agents, while SIROS develops open-source digital identity infrastructure.

Initial workstreams

The partners named three initial workstreams. Verifiable identity and delegation will establish trusted identities and delegated authority for AI agents. Governed autonomous execution and open interoperability will connect that authority to organizational policies, runtime governance, and open standards.

Who is involved

Agion was founded in Helsinki in 2025. Its CEO Janne Pulkkinen previously led AI projects at Finland's Social Insurance Institution, Kela. SIROS is a Stockholm-based nonprofit founded in February 2025 by Stina Ehrensvärd.

Platform capabilities

Agion OS offers governance controls, access management, and audit trails. SIROS builds open-source wallet and delegation tools for the EU Digital Identity ecosystem. The collaboration will explore how the platforms can work together without creating new vendor dependencies.

The partnership aims to help organizations confirm which AI agent is acting and for whom. It also aims to confirm whether the agent has permission to act within specific limits. Records of agent activity are part of the planned work to support oversight and accountability.
