The University of Passo Fundo (UPF) has officially launched the Passo Fundo Valley, a significant new innovation district in the interior of Rio Grande do Sul. Backed by a substantial R$ 13 million investment, the initiative aims to transform the region into a national technology hub. Its pioneering model allows companies to convert land occupation fees into collaborative research and development projects, fostering deep ties between academia and industry.
A Strategic Investment in Regional Innovation
The project's R$ 13 million funding was secured through a strategic partnership, with R$ 10 million provided by the federal Financier of Studies and Projects (Finep) and a R$ 3 million counterpart from the university itself. This capital injection has enabled a 75% expansion of the innovation-dedicated area, bringing the total to over 7,000 square meters. The development is projected to generate more than 1,000 direct jobs, significantly boosting the local economy.
An Innovative Business Model
At the core of Passo Fundo Valley's appeal is its unique business proposition for technology-based industries. The district offers 34 urbanized lots where companies can establish R&D facilities under a 20-year renewable usage rights agreement. A key differentiator is the ability for businesses to convert up to 75% of their land usage value into applied research projects executed in partnership with UPF's extensive network of laboratories.
State-of-the-Art Infrastructure and Resources
The newly expanded complex provides a comprehensive ecosystem designed to support innovation from ideation to commercialization. The infrastructure includes modern corporate suites, advanced laboratories, the Arena UPF Parque for events, and a new 500-square-meter incubator. Furthermore, resident companies gain access to the UPF Multi Analytical Network, a shared resource of over 210 specialized labs, eliminating the need for costly internal equipment.
Fostering a Decentralized Tech Ecosystem
According to UPF Rector Bernadette Dalmolin, the initiative proves that Brazil's technological future extends beyond its major metropolitan centers. Passo Fundo Valley is designed as a blueprint for decentralized innovation, anchored by a community university with deep regional roots and strong research capabilities. The district will prioritize key sectors like agtech, bioeconomy, and digital health, aligning with both local economic strengths and national strategic priorities.
Building on a Foundation of Success
This new district is not starting from scratch but rather expanding upon a proven foundation of innovation at the university. It enhances the existing UPF Parque, which is already home to 50 companies and institutions, including 17 resident anchor companies. The park's Apollo incubator has also demonstrated success, having graduated 20 companies and helped its startups raise over R$ 1.5 million in the past two years.
The inauguration of Passo Fundo Valley represents a landmark achievement for technological development in southern Brazil, creating a dynamic new center for research and enterprise. Its innovative model, which directly links physical presence to R&D collaboration, is set to attract significant corporate investment and top-tier talent to the region.
