Terra Drone, headquartered in Tokyo, announced that its subsidiary Unifly is formally expanding into the European wildfire monitoring and emergency response market. Through the Unifly Consulting business, the company is supporting the deployment of autonomous "Drone-in-a-Box" systems designed to detect and respond to fires before they escalate. The first operational rollout has now begun across Italy's Calabria region after securing authorization from the Italian Civil Aviation Authority, ENAC.
Europe's Escalating Wildfire Crisis
Wildfire risk in Europe has intensified sharply, with European Commission estimates placing direct annual economic losses to property and infrastructure at approximately €2.5 billion. In 2025, wildfires burned around 1.08 million hectares across EU territory, which was the largest area recorded by the European Forest Fire Information System since observations began. By September 23, 2026, more than 679,000 hectares had already burned, underscoring the need for faster detection and response.
How Drone-in-a-Box Works
A "Drone-in-a-Box" system stores, charges, and connects a drone inside a dedicated station, enabling remote operators to command automatic takeoff, mission execution, and return without dispatching pilots to the field. This allows a single operator to centrally manage multiple drones distributed across a wide area at the same time. In emergency situations, the platform provides situational awareness before ground teams arrive, which is especially valuable because wildfires can spread rapidly within 20 to 30 minutes.
Calabria Deployment with Dron-e
Unifly Consulting collaborated with Dron-e to support the introduction of wildfire monitoring and emergency response drones in Calabria. The initiative is built around a single UAS platform so operators can safely repeat deployments in multiple locations while accounting for local ground infrastructure, airspace characteristics, operational conditions, and regulatory requirements. During actual monitoring activities, the system helped identify an act of arson and contributed to the arrest of a suspect.
Regulatory Authorization and Operational Framework
The project team developed an operational framework for evaluating and validating base station relocations across different areas of Calabria. It also established operational procedures, safety management protocols, role assignments, and coordination arrangements with relevant authorities. As a result, ENAC granted Generic Authorization "ITA-OAT-00174/000", enabling "Drone-in-a-Box" operations throughout the entire Calabria region.

Future priorities include enabling safe beyond visual line of sight operations in complex, high-risk airspace, supporting urban and peri-urban areas where forests and communities intersect, and strengthening coordination among multiple agencies and other airspace users during emergencies.
