Enterprise AI company Shaffra has expanded beyond the Gulf Cooperation Council for the first time, opening a regional headquarters in Azerbaijan as it moves into the Caspian market. The expansion brings the company’s autonomous AI workforce technology to a new geography after its growth across the UAE, Saudi Arabia, Bahrain, Oman, and Qatar, where it has worked with enterprises and government organizations. Shaffra is entering Azerbaijan with three solutions, AI Call Center, AI Sales Center, and AI Project Manager, as demand grows for AI systems capable of performing defined operational roles inside organizations.
Expansion Into the Caspian Region
Shaffra said Azerbaijan will serve as its initial base for a broader push across the Caspian region, giving the company a platform for partnerships and future market expansion beyond the GCC. The move reflects Shaffra’s strategy of targeting markets where enterprises and public-sector organizations are increasing their use of automation while seeking more practical applications of artificial intelligence within daily operations. Chief Executive Officer and co-founder Alharith Alatawi said the company sees Azerbaijan as a strong entry point because of its evolving digital economy and the potential to deploy AI systems with greater cost and energy efficiency at scale.

The expansion is built around Shaffra’s Enterprise AI Workforce Platform, which allows organizations to design, deploy, govern, and coordinate autonomous AI teams across different business functions. The platform incorporates Shaffra’s Subconscious AI cognitive architecture, designed to help AI employees retain relevant business context, maintain continuity across workflows, and improve reasoning when carrying out longer or more complex assignments. Rather than operating only as conversational assistants, Shaffra’s systems are intended to work within defined responsibilities, connect with enterprise tools, and complete operational tasks across customer service, sales, human resources, operations, and project management.
New Enterprise Solutions
Shaffra’s AI Call Center is designed to manage inbound and outbound customer interactions, including inquiries, ticket creation, follow-ups, and communication across phone, WhatsApp, SMS, email, websites, and internal dashboards. Its AI Sales Center supports lead qualification, meeting scheduling, automated follow-up, and sales performance monitoring across several customer channels, with the goal of helping sales teams focus on higher-value opportunities and reduce missed conversions. The AI Project Manager is intended to coordinate workflows, monitor progress, follow up with stakeholders, flag delivery risks, and integrate with existing project management and workplace communication systems to strengthen execution and visibility.
Growth and Commercial Position
The Azerbaijan launch follows a period of expansion for Shaffra across Gulf markets, where the company says its autonomous AI teams helped enterprises and government organizations save more than two million work hours per month during 2025. Shaffra has raised more than $10 million from backers including stc, Omantel, and international technology investors, supporting the development and commercialization of its enterprise AI workforce infrastructure. The company plans to continue adding AI employees across customer service, sales, operations, human resources, and project management while pursuing additional partnerships in the Caspian region and other international markets.
