Abu Dhabi has become a magnet for fintech and digital-asset firms, helped by ADGM’s business infrastructure and its broader ambition to be a global hub for innovation. Establishing within ADGM gives Plume a recognized foothold to recruit locally and engage regional institutions.
Building on Global Regulatory Momentum
Plume’s UAE move follows its U.S. regulatory milestone: Plume has been approved/registered as an SEC transfer agent for tokenized securities, strengthening its strategy of building in regulated environments. This status is centered on compliant administration and recordkeeping for securities, rather than acting as a blanket authorization to “issue” assets.
Laying the Groundwork for Future Operations
The ADGM approval is a commercial license, meaning it enables Plume to set up and operate a local entity, but it does not by itself authorize regulated activities such as issuing, custodying, or fully managing tokenized assets under ADGM’s financial-services rules. Plume can now pursue additional permissions and partnerships as it develops its UAE roadmap.
Plume also plans to deepen its commitment through local hiring and strategic alliances with regional players, with early commercial announcements expected in 2026.
