Norrsken Evolve, a pre-Seed fund focused on impact startups, has successfully closed its fund at €62 million, significantly oversubscribing its initial €40 million target. This milestone coincides with the firm's strategic expansion into the Netherlands, where it will establish a new base. The fund aims to support founders tackling critical challenges in climate, health, and resilience across Europe.
Addressing a Critical Funding Gap
The fund's Dutch strategy directly targets a well-documented pre-Seed funding gap identified by the TNO's "State of Dutch Tech 2026" report. Norrsken Evolve plans to deploy approximately €3 million into the local market, targeting five to eight startups. Initial investments will be up to €500,000, with reserves for follow-on funding for top performers.
Despite the clear need for early-stage capital, no Dutch limited partners participated in the fund. General Partner Alex Bakir noted that local LPs considered the fund's stage "too early" for investment. This feedback did not deter the firm, which proceeded with its mission and successfully closed the oversubscribed fund.
Strategic Amsterdam Hub
The firm will formalize its Dutch presence by opening an office at Norrsken House Amsterdam on September 1, 2026. This new hub, the fund's second after Stockholm, will be led by General Partner Alex Bakir and investor Sjoerd Stevens. Their local presence aims to provide hands-on support to the region's earliest-stage founders.
Thijs van der Burgt, CEO of Norrsken House Amsterdam, emphasized the value of this co-location. The hub is designed to foster daily interaction between founders and the investors backing them. This proximity provides startups with immediate access to capital and invaluable advice from mission-aligned partners.
Early Investments and Prominent Backing
Norrsken Evolve secured backing from several prominent institutional and private investors across Europe. Key supporters include the European Investment Fund (EIF), Saminvest, and SmartCap. Additionally, entrepreneurs like Taavet Hinrikus and Sten Tamkivi, co-founders of Wise, invested through their family office.
The fund has already made two investments in the Netherlands, demonstrating its commitment to the region. It provided the first institutional capital to New Dawn Bio, a biotech company creating wood alternatives. The fund also co-invested in Spiral Hydrogen, which is developing green hydrogen infrastructure in Rotterdam.
