ICEYE and The Water Institute Partner on Flood Intelligence

Partnership combines satellite observations with predictive modeling to improve flood response

ICEYE has entered a strategic partnership with The Water Institute to strengthen its flood intelligence offering by combining satellite-based Earth observation with advanced predictive flood modeling. Under the agreement, the Institute’s FloodID platform and its core development team will become part of ICEYE, expanding the company’s capabilities for governments, re/insurers, and emergency management organizations in the United States. The collaboration is intended to provide decision-makers with a more complete view of how floods may develop before, during, and after major events.


Expanding ICEYE’s Flood Intelligence Platform

FloodID was developed by The Water Institute as a predictive intelligence platform combining physics-based hydrologic modeling, physics-guided artificial intelligence, Earth observation data, and cloud computing. The technology is designed to forecast how flooding could progress from its initial onset through the recession of floodwaters, allowing organizations to anticipate potential impacts rather than relying solely on observations after flooding occurs. Its integration will complement ICEYE’s existing portfolio of flood monitoring, early warning, and impact assessment products.

ICEYE already provides flood intelligence across several stages of the disaster lifecycle through its synthetic aperture radar satellite constellation and related analytics tools. Its Flood Early Warning solution can provide as much as 96 hours of advance notice using weather forecasts, historical Earth observation information, and data on the susceptibility of river basins, while its satellites can observe conditions through darkness, clouds, and heavy rainfall. During active events, the company’s Flood Rapid Impact and Flood Insights products deliver information on flood extent, water depth, and building-level impacts within hours.

Combining Forecasts With Satellite Observations

The addition of FloodID is expected to give ICEYE more localized predictive capabilities by combining forecasts with continuously updated satellite observations. Built on Amazon Web Services and supported through an Amazon grant, FloodID can model how flooding is likely to evolve in specific locations and update those forecasts as new information becomes available. This creates what the organizations describe as an observation-informed forecasting approach, where predictions are repeatedly refined as an event progresses.

Rather than depending on a forecast produced only at the beginning of an emergency, the combined platform is designed to incorporate new satellite observations throughout the flood. The resulting feedback loop could give emergency managers and other users a continuously updated understanding of both current conditions and where floodwaters may move next. ICEYE said the approach is intended to improve preparedness, operational response, and recovery planning while maintaining access to observed flood intelligence.

Partnership Builds on Existing Collaboration

The agreement follows previous collaboration between ICEYE, The Water Institute, and Amazon involving the operational use of satellite-derived flood information. Researchers at The Water Institute identified an opportunity to combine ICEYE’s observed flood data with FloodID’s hydrologic modeling to create a more comprehensive workflow for emergency management organizations. FloodID was originally developed in response to flooding challenges in Louisiana and has since been used in operational deployments and pilot programs involving government and emergency management agencies across multiple locations.

As part of the partnership, Hugh J. Roberts will join ICEYE as Head of Predictive Intelligence after previously leading the development of FloodID at The Water Institute. Roberts will oversee go-to-market activities for predictive intelligence within ICEYE’s Solutions organization and help integrate the platform with the company’s broader disaster intelligence capabilities. ICEYE Senior Director of Product, Solutions Will Panchaud said FloodID adds predictive intelligence to a platform already designed to provide information throughout the entire lifecycle of a flood.

Strengthening Disaster Preparedness

The Water Institute President and CEO Beaux Jones said the partnership could expand the reach of technology originally developed to provide faster and more localized flood information to communities facing significant disaster risks. Amazon disaster relief technology and innovation lead Jeffrey Schweitzer also highlighted the growing difficulty of forecasting extreme flooding as communities encounter increasingly complex combinations of intense rainfall, storm surge, and inland flooding. By bringing predictive hydrologic modeling together with persistent satellite observation, the collaboration aims to give authorities more actionable information before conditions become critical.


The partnership represents another step in ICEYE’s effort to broaden its disaster intelligence platform beyond satellite observation and impact assessment into increasingly predictive capabilities. Integrating FloodID with ICEYE’s radar satellite data could allow users to continually compare forecasts with real-world observations and adjust expectations as flood events develop. The combined technology is ultimately intended to help governments, insurers, and emergency organizations prepare earlier, respond more effectively, and make better-informed recovery decisions after major floods.
