Finnish Airship Maker Kelluu Raises €15 Million Led by NATO Fund

Finnish deep-tech company Kelluu has secured €15 million in a Series A funding round to scale its autonomous airship fleet for persistent surveillance. The investment was led by the NATO Innovation Fund, marking its first commitment to a Finnish company. This strategic funding will enhance Kelluu's capacity to provide critical intelligence, surveillance, and reconnaissance (ISR) capabilities for both military and civilian applications.


Addressing a Critical Surveillance Gap

Existing aerial surveillance technologies face significant operational limitations in today's complex security environments. Satellites offer broad coverage but often lack the necessary resolution and are hindered by cloud cover and infrequent revisits. Meanwhile, conventional drones provide detailed imagery but are constrained by limited endurance and vulnerability to harsh weather conditions like icing and strong winds.

Kelluu addresses this capability gap with its fleet of autonomous, hydrogen-powered airships designed for persistent intelligence gathering. These platforms are engineered for missions exceeding 12 hours in extreme Arctic conditions and GPS-jammed environments. The company's technology provides continuous, high-resolution data collection across vast areas, with just five airships able to monitor a region the size of Belgium.

Strategic Investment for European Defence

The €15 million investment round saw participation from Keen Venture Partners, Gungnir Capital, and Tesi, alongside the lead investor, the NATO Innovation Fund. Patrick Schneider-Sikorsky of the fund noted that Kelluu's platform strengthens the Alliance’s situational awareness and resilience at a lower cost than traditional systems. This backing underscores the growing demand for advanced ISR solutions to bolster European security.

This funding follows Kelluu's successful completion of NATO’s DIANA accelerator program, highlighting the technology's strategic value. The company has already demonstrated its capabilities in multiple NATO exercises, proving its ability to integrate with allied command and control systems. This field-tested performance is crucial as Europe focuses on strengthening its deterrence posture along the Eastern Flank and in the High North.

Dual-Use Technology and Future Ambitions

Beyond its military applications, Kelluu was founded as a dual-use company with significant civilian potential. The same airship fleet can be deployed for forestry monitoring, detecting wildfires, protecting critical infrastructure, and supporting meteorological research. This versatility provides a cost-effective and environmentally friendly alternative to traditional manned aviation for a wide range of commercial and public sector tasks.

Looking ahead, the new capital will also fuel the company's long-term vision through Kelluu AI Labs. This initiative aims to develop advanced geospatial foundation models of the physical environment. By creating a proprietary data flywheel from its continuous aerial monitoring, Kelluu intends to accelerate the development of AI that can predict infrastructure failures and monitor environmental changes.


This strategic €15 million funding round propels Kelluu into a new phase of growth, enabling it to scale its unique airship technology. The investment, backed by key defence and technology funds, validates the company's innovative approach to persistent surveillance. Kelluu is now well-positioned to deliver critical intelligence capabilities that enhance both military security and civilian infrastructure resilience across Europe and beyond.
