Ottawa-based Calian Group has announced a significant USD$73 million initiative aimed at bolstering Canada's domestic defence capabilities. Led by its Calian Ventures arm, the investment will accelerate the development of sovereign C5ISRT technologies for the nation. This strategic move responds to a shifting global security environment and the increasing need for Canadian operational readiness and technological independence.


A Strategic Investment in National Security

The funding addresses Canada's growing focus on national security, Arctic sovereignty, and long-term resilience in an increasingly complex world. Calian CEO Patrick Houston emphasized the company's responsibility to help strengthen the Canadian defence industrial base. This initiative reflects a commitment to meeting current and future security demands through sustained investment and trusted partnerships with emerging innovators.

The $100 million platform is a collective effort, drawing capital from Calian Ventures, co-development with small and mid-sized enterprises (SMEs), and contributions from regional and federal programs. This collaborative funding model is designed to inject new capital into the ecosystem beyond traditional government spending. It aims to create momentum and attract further private investment into the Canadian defence sector.

Orchestrating Innovation Through Ventures

Launched in late 2025, Calian Ventures operates as an "innovation orchestrator" rather than a traditional incubator or accelerator. It partners with SMEs to help them navigate complex procurement processes and validate their defence offerings for the Canadian Armed Forces. This approach fosters collaboration and provides a clear pathway from concept to market for emerging technologies.

The program has already gained significant traction, with 50 companies applying since its inception, signaling strong interest from the tech community. Chris Pogue, Calian's President of Defence and Space, noted that this model helps new capital enter the defence space. The goal is to build a robust, self-sustaining ecosystem for sovereign capability development in Canada.

The C5ISRT Imperative

At the core of this initiative is C5ISRT, an acronym for Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance, Reconnaissance and Targeting. This modern defence architecture integrates cyber and targeting functions to enable faster, more precise decision-making across all domains. It represents a critical evolution from legacy systems for today's contested operational environments.

According to Chris Pogue, C5ISRT is an immediate operational requirement, not a distant concept, for achieving true sovereign capability. Success in modern conflict depends on the seamless integration of data, systems, and personnel to act with speed. This investment is designed to scale the environments needed to turn innovative ideas into operational reality for Canada.

Building a National Development Network

A key component of the initiative is the establishment of a national network of regional development labs spanning Canada. These labs will serve as hubs for accelerating the testing, validation, and scaling of new defence technologies. They will provide shared infrastructure and technical expertise to partners within the Ventures program, reducing barriers to entry for smaller firms.

The labs are designed to convene a diverse group of stakeholders, including SMEs, the Canadian Armed Forces, NATO allies, government, and academic partners. This collaborative environment aims to streamline the path from innovation to deployment for critical defence solutions. The network will enhance interoperability and help Canada meet its defence objectives more rapidly and effectively.
