Proparco, the French development finance institution, has announced a strategic investment in Anda Angola, a pioneering mobility and fintech company. This funding is set to empower Anda's mission of integrating Luanda's informal transport operators into the formal economy. The investment will specifically expand drive-to-own vehicle financing and accelerate the company's transition to an electric fleet.
Addressing a Critical Urban Challenge
Angola's informal moto-taxi sector is vast, employing an estimated 1.2 million drivers, with half operating in the capital city of Luanda. These operators are systematically excluded from the formal financial system, lacking bank accounts, credit histories, or insurance. This exclusion creates a significant barrier, preventing them from securing financing for the vehicles essential to their work.
Anda's Innovative Business Model
Founded in 2022 by Sérgio Tati and Joerg Nuehrmann, Anda directly confronts this challenge with an innovative platform. The company provides motorcycles, tuktuks, and cars through accessible drive-to-own and subscription models. Before starting, all drivers undergo certified training via the Anda Academy and receive comprehensive insurance coverage through licensed partners.
Anda's drivers can generate income from diverse sources, including traditional street-hailing, digital ride-hailing applications, and the company's B2B delivery service, Anda Express. This multifaceted approach has proven highly effective, enabling the company's 2,000 drivers to earn approximately three times their previous informal sector income. The model significantly improves livelihoods while formalizing economic activity.
Strategic Impact of Proparco's Investment
The new financing from Proparco is earmarked for several key growth areas that will scale Anda's impact. The capital will be deployed to strengthen the company's technology infrastructure and significantly expand its driver-partner network. This support will also fuel Anda's geographic expansion, first within the Luanda metropolitan area and later into other Angolan cities.
A major focus of the investment is advancing Anda's commitment to environmental sustainability. The funding will accelerate the electrification of its vehicle fleet and support the rollout of a battery swap and charging network. A landmark project is the development of an Energy Hub in partnership with Sonangol, Angola's state energy company, slated to open in June 2026.
A Vision for Inclusive and Sustainable Mobility
Johann Choux of Proparco highlighted the investment's alignment with their mission to support innovative African entrepreneurs solving development challenges. He stated that Anda's model helps formalize economic activity, expand financial access, and create better livelihoods for transport operators. This initiative exemplifies Proparco's ambition to foster more inclusive and sustainable cities across the continent.
Anda's co-founder and CEO, Sérgio Tati, emphasized the company's dual focus on asset financing and digital formalization. He noted that enabling drivers to own their vehicles helps them build sustainable livelihoods. This ownership model also contributes to elevating safety and service standards throughout the entire transport market.
The partnership between Proparco and Anda Angola marks a significant milestone in the effort to modernize Luanda's urban transport sector. This investment provides the necessary capital to scale a model that addresses financial exclusion and promotes economic stability for thousands of drivers. Ultimately, this collaboration paves the way for a more inclusive, efficient, and environmentally conscious mobility ecosystem in Angola.
