Wolooj accommodates both research and development proposals and products or services ready for testing, provided they fall within CBK's regulatory scope. Stages of the Innovation Hub "Wolooj"

The Wolooj Regulatory Sandbox follows a structured process covering initial applications, regulatory assessment, guidance, pilot testing, and graduation. Each stage involves specific requirements and evaluations conducted by CBK to determine whether an applicant is eligible to proceed.

Participants wishing to withdraw at any stage must formally notify CBK in writing and explain their reasons for withdrawal.

Pre-Application Stage

The Pre-Application Stage allows prospective participants to express interest in joining Wolooj and present their proposed financial innovation. Applicants must describe their product or service, its intended application, and its potential contribution to Kuwait's financial sector.

  • Complete the Wolooj pre-application form and submit it together with a business plan.
  • CBK reviews and screens submissions to determine whether the proposed solution aligns with the Innovation Hub's objectives and regulatory scope.
  • Following the initial screening, applicants are invited to an interview to discuss their proposed solution and its suitability for the program.
  • Applicants who satisfy the preliminary evaluation criteria may advance to the Application Stage and receive further instructions from CBK.

Application Stage

During the Application Stage, shortlisted participants undergo a more detailed evaluation of their proposed products or services.

  • CBK contacts applicants by email to request additional documentation and information regarding their proposed solutions.
  • The designated CBK team evaluates submissions based on technical feasibility, cybersecurity, operational considerations, and regulatory requirements.
  • Additional meetings may be arranged where clarification or further assessment is necessary.
  • Following the review, CBK provides official feedback outlining the assessment outcome and any applicable next steps.

Guidance Stage

The Guidance Stage is a central component of Wolooj, providing participants with structured regulatory guidance and opportunities to refine their proposed solutions before pilot testing. CBK coordinates workshops and discussions with relevant internal and external stakeholders.

Activities during this stage include:

  • Establishing measurable objectives, performance indicators, and milestones for the Pilot Stage.
  • Demonstrating the proposed product or service through a live presentation.
  • Developing and reviewing a testing plan covering technical requirements, operational procedures, security safeguards, and relevant regulatory considerations.
  • Addressing questions and identifying potential risks or compliance requirements before testing begins.

Upon successful completion of the Guidance Stage, CBK formally communicates its acceptance decision, provides the approved safeguards, and addresses the regulatory sandbox licensing requirements applicable to the participant.

Pilot Stage

The Pilot Stage enables approved participants to assess their products or services under CBK supervision. It consists of two phases: the Testing Phase and the Soft Launch Phase.

1. Testing Phase

The Testing Phase evaluates the functionality, operational readiness, security, and regulatory compliance of the proposed solution. The scope and conditions of testing are determined individually based on the characteristics and risks of each product or service.

Key requirements include:

  • Assessing compliance with CBK's applicable regulatory requirements.
  • Verifying cybersecurity controls, customer confidentiality, and data privacy protections.
  • Evaluating operational efficiency and the proposed solution's performance.
  • Preparing a list of designated test users and conducting live testing sessions involving CBK's designated team and relevant stakeholders.
  • Submitting periodic progress reports detailing testing outcomes, participant feedback, identified challenges, and any operational issues.
  • Obtaining evidence of relevant stakeholders' acceptance of the approved safeguards.
  • Confirming the scope of the product or service before testing begins to maintain operational safety.

Changes to the proposed product or service during testing are restricted unless necessary under the testing arrangements.

2. Soft Launch Phase

Following the Testing Phase, participants may proceed to a supervised soft launch involving volunteer customers. This phase evaluates the solution under defined real-world conditions while maintaining applicable regulatory and consumer protection safeguards.

Participants must:

  • Inform volunteer customers about potential risks associated with the product or service.
  • Implement appropriate risk mitigation measures, security controls, and customer data protection procedures.
  • Define the scope of volunteer customer participation in accordance with the agreed testing scenario.
  • Submit monthly progress reports documenting operational performance, testing results, customer feedback, and any identified issues.

At the end of the Soft Launch Phase, CBK reviews the submitted results and formally communicates one of three possible outcomes:

  • Successful completion of the soft launch and readiness to proceed to the Graduation Stage.
  • A requirement to return to an earlier stage for additional assessment or improvements.
  • Rejection of the proposed product or service.

Graduation Stage

The Graduation Stage marks the successful completion of the Wolooj Regulatory Sandbox process. Participants who satisfy the required testing, operational, security, and regulatory criteria are recognized as program graduates and obtain CBK's approval in accordance with the applicable framework.

Graduation demonstrates that the proposed solution has completed the required evaluation and testing process. Any subsequent commercial operations remain subject to applicable regulatory approvals and licensing requirements.
