The Taiwan–Israel R&D and Pilot Cooperation Program is currently accepting joint proposals from eligible companies in both economies. The initiative aims to foster collaborative research and development projects that result in commercial success, contribute to social good, and provide mutual benefits to the economies of Taiwan and Israel.

• Smart Technology: Including ICT, UAVs, and IC design.
• Advanced Manufacturing: Including robotics.
• Biotechnology: Including digital health and high-end medical devices.
• Green Energy and Circular Economy: Including electric vehicles, renewable energy, and climate technology.
• Service Innovation: Including artificial intelligence and its applications.
• Other Sectors: Any sector supported by the Department of Industrial Technology (DoIT), Ministry of Economic Affairs (MOEA), Taiwan, is eligible, with the exception of defense.

Eligibility Criteria

• Partnership: Projects must be a joint effort, including at least one eligible science and technology company from Taiwan and one from Israel.
• Company Status: Applicants from Taiwan must be registered companies conducting R&D in Taiwan. Applicants from Israel must be registered companies performing R&D and operating in Israel.
• Exclusions: Joint projects from the defense sector are not eligible for this program.
• Academic Participation: Academic and research institutions may participate only as subcontractors.

Project Requirements

• Innovation and Commercialization: Projects must exhibit a high degree of innovation, possess strong commercial potential, and have a defined path to commercialization in the global market.
• Intellectual Property: Partners must establish an agreement on intellectual property rights and commercialization arrangements prior to application and adhere to the IP requirements of their respective national funding schemes.

Funding Details

• Funding Source: Financial support is provided independently by each country's implementing agency and is not available for self-funded projects.
• Taiwan Funding: The Department of Industrial Technology (DoIT) offers grants covering up to 50% of the eligible and approved R&D costs.
• Israel Funding: The Israel Innovation Authority provides a conditional grant for up to 50% of eligible and approved R&D costs. This grant is repayable through royalties if the project generates sales; otherwise, repayment is not required.

Application Process and Deadline

• Dual Submission: Partners in both economies must submit funding applications according to their national procedures. Final approval is contingent on both partners successfully passing their respective national evaluations.
• Taiwan Submission: The Taiwanese partner must submit an application form, company information form, full proposal, signed Memorandum of Understanding or Letter of Intent, Bilateral Cooperation Form, and audited financial statements for the previous three years to the Program Office of the A+ Industrial Innovation R&D Program.
• Israel Submission: The Israeli partner must submit a complete application, including signed copies of the Bilateral Application Form and the Letter of Intent or draft Memorandum of Understanding, to the Israel Innovation Authority.
• Application Deadline: The final date for submissions is July 21, 2026.
