UAE Launches First Licensed Online Gaming and Sports Wagering Platform

The United Arab Emirates has officially entered the regulated online gaming market with the issuance of its first license for an internet gaming and sports wagering platform. The new website, Play971, is operated by Coin Technology Projects LLC and is fully authorized by the General Commercial Gaming Regulatory Authority (GCGRA). This landmark decision signals a significant evolution in the nation's approach to commercial gaming, establishing a controlled and legal framework for activities previously prohibited.


A New Regulatory Milestone

Play971's operator, Coin Technology Projects LLC, is now officially listed as a licensee under both the ‘Internet Gaming’ and ‘Sports Wagering’ categories on the GCGRA's website. While this is the 19th license granted by the federal regulator since its formation in September 2023, it is the first of its kind for a public-facing online platform. This move establishes a precedent for future digital gaming operations within the country's newly defined regulatory structure.

The GCGRA defines commercial gaming as any activity involving a wager on a game of chance or a combination of chance and skill. This broad definition encompasses a wide range of activities, including lotteries, sports wagering, internet gaming, and land-based casino facilities. The authority's framework aims to supervise all forms of commercial gaming to ensure they operate transparently and responsibly within the UAE.

Ensuring Responsible and Secure Gaming

Strict eligibility criteria are in place to govern access to the Play971 platform, ensuring a secure environment for users. Patrons must be at least 21 years old and physically located within the UAE, with access from certain "sensitive geographic areas" prohibited. The use of VPNs or other tools to obscure a user's location is strictly forbidden, and winnings may be forfeited if these rules are breached.

A strong emphasis has been placed on responsible gaming, with Play971 committed to providing tools and resources to protect players. The platform incorporates features such as robust player controls, safeguards to prevent underage gaming, and access to external support services like Takalam. These measures are designed to ensure that gaming remains a safe and recreational activity for all eligible participants in the UAE.

A Phased and Strategic Rollout

The launch of Play971 is part of a broader, strategic initiative by the GCGRA to build a comprehensive commercial gaming ecosystem. This follows the issuance of other key licenses, including one to The Game LLC for the national lottery and another to Wynn Al Marjan for the region's first integrated resort. The authority has also licensed various gaming-related vendors, creating a complete supply chain for the regulated market.

The platform's introduction is being managed in phases, with initial availability limited to select emirates such as Abu Dhabi and Ras Al Khaimah. A wider nationwide rollout is anticipated by early 2026, pending further regulatory reviews of system performance and consumer safeguards. Currently, Play971 is accessible only through its official website, as a cautious approach is being taken before any potential mobile app distribution.
