Saudi Arabian artificial intelligence applications company Echelon has emerged from stealth and announced an investment round backed by East40, Raed Ventures, Avra, and Andreessen Horowitz (A16Z). Founded in Riyadh in 2025, the company did not disclose the value of the round or the full list of participating investors. The announcement positions Echelon as a platform for turning advanced AI capabilities into practical applications for enterprises and government entities across the Kingdom.
Bridging AI Technology and Enterprise Demand
Echelon has spent approximately ten months developing a model that connects AI technology developers with institutional end users across the full value chain. The company partners with local and global AI firms spanning infrastructure, platforms, and final applications while serving organizations in eight sectors. These sectors include energy, industrials, government, telecommunications, defense, aviation, financial services and insurance, and healthcare.
Four Business Paths and Launch Timeline
Echelon is organized around four primary business paths. Technologies operates as the commercial engine, while Frontier is scheduled to launch in the fourth quarter of 2026 to deploy AI solutions inside client operations and support the development of locally owned intellectual property. An Institute focused on applied AI training will launch in the same period with an initial cohort in Physical AI, and Echelon Defense Industries is planned for the first quarter of 2027.
Leadership and Early Partnerships
Technologies is led by Omar Saleh, a former Microsoft executive with 20 years of experience in enterprise business in Saudi Arabia, supported by a team with backgrounds at AWS, Microsoft, and Accenture. Echelon's current partners include Applied Intuition, IFS, and Rubrik, with additional collaborations expected in the coming months. The company favors deep, long-term partnerships with a limited number of clients over pursuing a high volume of smaller transactions.
Flexible Engagement and Delivery Model
Echelon provides multiple partnership structures, including commercial collaboration, joint projects, and customized solution development, while contributing capital, resources, and specialized personnel to support execution. The company works alongside partner teams on the ground as an extension of internal operations, targeting specific deployments that deliver rapid value before expanding into broader multiyear programs. This approach is intended to align Echelon's incentives with measurable enterprise outcomes rather than activity alone.
Sovereign Capabilities and Talent Development
Frontier and the Institute are designed to strengthen Saudi Arabia's local engineering capacity and retain intellectual property within the Kingdom. The Institute's first program will focus on Physical AI, with graduates expected to join Echelon, its partners, or the wider Saudi AI ecosystem. Echelon Defense Industries, planned for 2027, will address expected defense sector opportunities and support the development of sovereign defense capabilities.
Regional Expansion and Ecosystem Partnerships
Echelon works with partners such as Applied Intuition to apply physical AI technologies across logistics, mining, ports, industrial operations, and mobility. The company also collaborates with IFS to bring industrial software and enterprise AI into Saudi operational systems, and with Rubrik as an early infrastructure partner. Echelon plans to announce new partnerships across the AI stack while supporting AI companies being founded in Saudi Arabia and the wider region, and to expand its model from the Kingdom into regional markets.
Echelon's public launch signals a wider effort to build an integrated Saudi AI applications platform spanning technology deployment, engineering talent, and defense. With backing from regional and international investors including Andreessen Horowitz, the company is positioned to convert frontier AI capabilities into operational results for enterprises and government bodies. Although the round's value remains undisclosed, the phased roadmap across Technologies, Frontier, Institute, and Echelon Defense Industries outlines a multiyear plan for local and regional impact.
