Morocco has taken a decisive step toward strengthening its role in artificial intelligence and digital transformation. On September 12, 2025, the Ministry of Digital Transition and Administration Reform signed a Memorandum of Understanding (MoU) with Mistral AI, a leading French company specializing in generative AI. The agreement underscores Morocco’s ambitions to position itself as a regional hub for innovation while fostering responsible and inclusive technology adoption.
Focus on Capacity Building
The partnership is designed to boost local expertise in AI through dedicated training, applied research, and structured knowledge exchange. By prioritizing skills development, the initiative aims to equip Moroccan talent with the technical capacity required to innovate in a fast-changing digital environment. This approach reflects a broader strategy to build human capital that can sustain long-term competitiveness in the knowledge economy.
Supporting Startups and Industry
Beyond education and training, the MoU emphasizes the promotion of startups and industrial projects built around AI solutions. These initiatives will be tailored to the specific needs of Moroccan enterprises, ensuring that innovation addresses real market challenges. The objective is to enable local companies to harness AI for efficiency, growth, and new business models that can thrive in both domestic and international markets.
Ethical and Responsible AI
Another key dimension of the agreement is the commitment to promoting the ethical and responsible use of artificial intelligence. Safeguarding personal data, protecting citizens’ rights, and fostering public trust in AI-driven solutions are at the core of this vision. By integrating ethical guidelines, the initiative seeks to ensure that Morocco’s digital transition is inclusive, transparent, and aligned with international best practices.
High-Level Attendance
The signing ceremony was held at the ministry’s headquarters and brought together senior figures from both the public and private sectors. Amal El Fallah-Seghrouchni, Minister of Digital Transition and Administration Reform, formalized the partnership alongside Arthur Mensch, co-founder and CEO of Mistral AI. The event was also attended by Ryad Mezzour, Minister of Industry and Trade, Omar Seghrouchni, President of the National Commission for the Protection of Personal Data (CNDP), Nezha Hayat, Director General of the Mohammed VI Investment Fund, and Khalid Safir, Director General of CDG, highlighting the strategic importance of the initiative.
Strengthening Morocco’s Regional Role
The collaboration with Mistral AI is expected to consolidate Morocco’s standing as a reference point for AI and digital innovation in Africa and the broader region. By combining local policy vision with advanced technological expertise, the partnership aims to create an ecosystem conducive to both innovation and investment. Morocco’s ambition is not only to adopt AI but to become a driver of its development and responsible deployment on the continent.
The agreement between the Ministry of Digital Transition and Administration Reform and Mistral AI marks a pivotal milestone in Morocco’s digital journey. It brings together international expertise, national priorities, and a shared commitment to responsible innovation. As implementation unfolds, this initiative has the potential to shape a dynamic AI ecosystem that empowers local talent, fosters entrepreneurship, and strengthens Morocco’s role as a regional leader in digital transformation.
