Khazanah and InvestPenang Launch RM100 Million Penang Semiconductor Fund

New strategic fund targets early-stage semiconductor and advanced manufacturing companies in Penang

Prime Minister and Finance Minister Datuk Seri Anwar Ibrahim tabled Budget 2027 with a strong emphasis on spreading economic development beyond Malaysia's established centers. Khazanah Nasional and InvestPenang will establish a RM100 million Strategic Investment Fund to support early-stage semiconductor and advanced manufacturing companies in Penang. The move is intended to position Penang as the country's national technology hub and strengthen its role in high value industries.


Penang's RM100 Million Strategic Fund

The fund will focus on companies in their early growth stages within the semiconductor and advanced manufacturing sectors. The initiative forms part of a broader plan to develop Penang as a financial technology hub and a national technology hub. Announced in the Dewan Rakyat, the fund underscores the federal government's commitment to nurturing homegrown industrial innovation.

Perak's Maritime and Automotive Push

In Perak, the government will strengthen the Lumut Maritime Industrial City as a maritime hub and develop the Automotive Hi-Tech Valley in Tanjong Malim as a regional automotive center. Locally owned automotive vendors relocating to the Automotive Hi-Tech Valley will be eligible for tax deductions of up to RM5 million on qualifying relocation costs. The incentive covers expenses incurred between Jan 1, 2027, and Dec 31, 2030.

Kedah's Semiconductor Expansion

The Kulim Hi-Tech Park in Kedah will continue to be developed to attract global semiconductor investments and related high technology activities. This initiative is expected to create skilled jobs and expand business opportunities for local companies in the region. The focus on Kedah supports the government's broader objective of building a resilient semiconductor supply chain across northern Malaysia.

Negri Sembilan Infrastructure Upgrades

In Negri Sembilan, infrastructure projects supporting Malaysia Vision Valley 2.0 will include a new road linking Kuala Lumpur International Airport to Bandar Enstek. Upgrades to the Pajam-Nilai-Salak road will also be carried out to improve connectivity. These projects are intended to support industrial growth and make the corridor more attractive to investors.

Pahang and the East Coast Rail Link

The East Coast Rail Link will support economic development along its route in Pahang, including heavy industries in Bentong. Housing development near the KotaSAS station is also expected to benefit from improved rail connectivity. This forms part of the government's plan to use major infrastructure as a catalyst for regional growth.

Perlis and Border Trade Facilities

In Perlis, the government will develop infrastructure in the Chuping Valley Development Area and the NCER Agribio Economic Zone. The Perlis Inland Port will be equipped with scanners to facilitate trade and strengthen border security. These upgrades aim to improve logistics efficiency and support cross-border commerce in the northern region.

Sibu Special Economic Zone Discussions

The federal government will begin formal discussions with the Sarawak government on the proposed Sibu Special Economic Zone. The talks will cover investment incentives, a one-stop investment facilitation center, and strategic infrastructure requirements for the area. This initiative signals greater federal support for economic development in East Malaysia and aims to unlock new investment opportunities in Sarawak.


These Budget 2027 measures represent a coordinated national effort to develop regional industrial capabilities through targeted funding, infrastructure investment, and tax incentives. By focusing on sectors such as semiconductors, advanced manufacturing, automotive, and maritime industries, the government aims to attract investment and create skilled employment beyond traditional economic centers. The planned Sibu Special Economic Zone highlights a broader commitment to balanced growth across Peninsular Malaysia and East Malaysia.
