A coalition of leading French technology and industrial firms has announced the formation of the AION consortium. This strategic alliance aims to construct a large-scale AI "gigafactory" across France. The group, featuring giants like Iliad, Orange, and Capgemini, is positioning itself to secure a major European Union tender for AI infrastructure.
A Strategic Alliance for European AI Sovereignty
The consortium currently unites 28 companies, creating a "Team France of AI" that includes prominent names like Hugging Face and Kyutai. This collaboration is designed to encompass the entire AI value chain, from microprocessors to cloud services. Discussions are reportedly ongoing to bring other key players, such as Mistral AI, into the fold.
AION's ambition is to establish a distributed computing network with an ultimate capacity of one gigawatt. The project will be rolled out in phases, with an initial target of 100 megawatts. The final specifications and timeline will be defined based on the upcoming European Commission call for proposals.
Securing a €10 Billion European Bid
The project carries an estimated cost of nearly €10 billion, signaling a major investment in Europe's technological future. Iliad, the group led by Xavier Niel, has already pledged to mobilize a substantial €4 billion for the initiative. This financial commitment underscores the consortium's serious intent to lead the European AI race.
Instead of seeking direct subsidies, the consortium is advocating for public procurement contracts to fuel its growth. Iliad CEO Thomas Reynaud drew a parallel with the NASA-SpaceX model, emphasizing the need for government and EU orders. Securing these contracts is seen as crucial for building a robust and sovereign European AI ecosystem.

The urgency for this project is highlighted by the current global landscape, where 80% of computing power resides in the US. Scaleway CEO Damien Lucas stated that the AION consortium presents a significant opportunity to "reverse the trend". The goal is to build a trusted, open, and powerful alternative to American hyperscalers.
