The European Commission has backed the formation of the new EU–Ukraine Drone Alliance, a strategic initiative designed to accelerate cooperation in unmanned aerial systems. Prominent DefenceTech startups Quantum Systems and Destinus are among the nine European founding members joining nine Ukrainian counterparts. This alliance aims to merge Ukraine's battlefield experience with Europe's industrial capacity to advance drone and counter-drone technologies.
A Strategic Defence Partnership
Announced during the third EU–Ukraine Defence Industry Forum in Kyiv, the alliance brings together a diverse group of stakeholders. It includes manufacturers, technology companies, startups, and military end-users from the European Union and Ukraine. The founding members will constitute the initiative's first board, tasked with defining its strategic direction and governance.
The core objective is to translate operational lessons from Ukraine into scalable industrial capabilities and future European defence technologies. Matthias Lehna of Quantum Systems stated, “We manufacture with Ukraine, not just for Ukraine.” This collaborative model leverages Europe’s industrial strength and Ukraine’s battlefield innovation to enhance European sovereignty.
Key Technology and Industry Players
Munich-based Quantum Systems, founded in 2015, develops interoperable unmanned systems combining hardware, software, and artificial intelligence. The company has operated in Ukraine since 2022, expanding its manufacturing and integrating local expertise. Its participation underscores the alliance's focus on translating combat insights into advanced, scalable defence solutions for the continent.
Alongside Quantum Systems and Destinus, the alliance includes other technology-driven firms like Croatia's ORQA and France's Delair. These startups join established industrial groups such as Indra Group and Fincantieri. This diverse membership reflects the broad range of technologies needed for a comprehensive drone ecosystem, from aircraft to counter-UAS capabilities.
Fostering a Collaborative Ecosystem
The alliance is being established amid a significant influx of capital into Europe's unmanned systems and defence autonomy sectors. Recent disclosed financings in the space total approximately €1.08 billion, a figure dominated by Quantum Systems' Series D round. Destinus also recently raised €50 million and is leading a consortium to develop an anti-missile defence system.
The nine Ukrainian founding members include companies like Skyfall Industries, Tencore, and F-Drones. A representative from F-Drones noted that Ukraine is a world leader in the combat use of drones and innovation speed. Combining this unique experience with the EU's industrial capabilities is expected to strengthen the security of all of Europe.
Future Outlook and Next Steps
The first meeting of the alliance's 18 founding members is scheduled for September in Brussels. During this session, the companies will establish strategic priorities and identify key areas for technological cooperation. This meeting will lay the groundwork for future joint projects between Ukrainian and European defence industries.
This initiative is a component of the broader EU–Ukraine Drone Deal, which is supported by substantial EU funding, including a recent €1 billion disbursement. European Commission President Ursula von der Leyen emphasized the goal of integrating Ukraine's defence economy. The partnership aims to harness shared industrial strength for common security.
