Destinus to Lead European Consortium for New Missile Defence System

The Dutch startup will partner with Airbus, Thales, and others on the Bliksem EXO programme.

A new European industrial consortium has been formed to develop the continent's first sovereign upper-layer missile defence system, named Bliksem EXO. Led by Dutch DefenceTech startup Destinus, the group includes industry giants Airbus Defence and Space, MBDA Deutschland, Safran Electronics & Defense, and Thales. This multinational project aims to create an interceptor capable of neutralizing advanced ballistic missile threats above the atmosphere.


A Strategic European Defence Initiative

The Bliksem EXO program is designed to address a critical gap in Europe's current defence capabilities against medium and intermediate-range ballistic missiles. It will establish an upper defensive layer, complementing existing terminal and theatre missile defence systems already in place. The system is intended to be fully interoperable with NATO's Integrated Air and Missile Defence and support the European Sky Shield Initiative.

The system will employ a direct kinetic hit-to-kill impact to destroy targets during the midcourse phase of their flight while they are above the atmosphere. This advanced method forgoes a traditional explosive warhead, relying instead on the sheer force of collision for interception. The technology is being developed to counter sophisticated threats, including Oreshnik-class missiles equipped with maneuvering re-entry vehicles.

Division of Expertise Among Industry Leaders

As the consortium lead and prime contractor, Destinus will oversee the project's overall system integration. The startup is also tasked with the crucial development of the Exo-atmospheric Kill Vehicle, or EKV, which is the component that directly impacts the target. This appointment marks a significant milestone for the company, founded in 2021, placing it at the forefront of European defence innovation.

The established partners will contribute their specialized expertise to ensure the program's success. MBDA Deutschland is responsible for the interceptor booster and launcher, while Safran will provide the EKV's seeker and guidance systems. Airbus will develop the command-and-control infrastructure, and Thales will manage the vital radar and sensor chain from early warning to fire control.

Project Timeline and Development Path

The formal agreement was marked by the signing of a Letter of Intent in Paris during the inaugural meeting of the anti-ballistic coalition. The five companies plan to negotiate a binding Consortium Agreement within the next three months, solidifying their partnership. The event's significance was highlighted by the presence of Rob Jetten, Prime Minister of the Netherlands, who endorsed the initiative.

The consortium has outlined an ambitious development schedule for the Bliksem EXO system. Joint engineering work across the partner companies is scheduled to begin in August 2026. Following this collaborative phase, the group intends to conduct a test of the Exo-atmospheric Kill Vehicle in space during 2027, a key step toward operational capability.

A New Era for European Defence Collaboration

This initiative is not only a technological leap but also a strategic one, drawing on Ukraine's operational experience in countering large-scale missile attacks. These real-world lessons will be incorporated into the system's design, testing, and evaluation to ensure its effectiveness against modern warfare realities. The project is a core industrial pillar of the newly launched anti-ballistic coalition, which involves nine European nations.

The selection of Destinus to lead this complex program reflects a significant shift in Europe's defence market. It demonstrates a growing trend of startups working alongside established contractors to develop sovereign and interoperable systems at scale. This collaboration leverages the agility of new players with the industrial strength of legacy firms to accelerate defence innovation.
