Singaporean state investor Temasek has announced its participation in the Scaleup Europe Fund, describing itself as an early and key backer of the initiative managed by Sweden's EQT. The exact amount of Temasek's commitment was not disclosed. The investment signals growing Asian sovereign interest in Europe's effort to deepen its capital markets and retain high-growth companies.

Fund Structure and Strategic Purpose

The Scaleup Europe Fund is the European Commission's response to a persistent challenge: promising European companies often seek growth capital in the United States. It has a target size of 5 billion euros, with 1 billion euros coming from Horizon Europe, the EU's research and innovation program. The remainder is expected to be raised from private institutional investors.

The fund was launched as a European joint effort, and its fundraising is expected to run into 2027. A second round may be opened to non-European investors that share the fund's objectives. This structure allows global partners such as Temasek to support European scale-ups while aligning with the fund's strategic mission.

Temasek's Growing European Footprint

Temasek stated that its investment reflects confidence in Europe's long-term potential, and the announcement reinforces that position. The investor has long advocated for a deeper European capital market and a stronger scale-up ecosystem across the continent. It invests in European companies both directly and through trusted fund managers with local networks and sector expertise.

Europe is already a major market for Temasek. Between financial years 2024 and 2026, the firm invested approximately 13 billion euros in the region, making it the largest investment destination outside Singapore. The Scaleup Europe Fund adds another channel for Temasek to access promising European companies, and it complements the firm's direct investments on the continent.

Access for Norwegian Companies

Norwegian companies are not excluded from the fund's scope. The fund can invest in EU member states and countries associated with the third pillar of Horizon Europe, and Norway is associated with the program. This means Norwegian scale-ups may be eligible for growth capital through the initiative, which broadens the fund's reach beyond EU borders.

Leadership and Strategic Statement

The fund is managed by Swedish investment firm EQT, with Norwegian Christian Sinding leading its management committee. EQT brings European market expertise and a track record in private capital. Temasek described the partnership as a way to support Europe's best companies so they can scale and choose to grow from Europe.

In a statement, Nagi Hamiyeh, President of Temasek Global Investments, said Europe has deep innovation, a strong industrial base, and entrepreneurial talent. He noted that many promising companies lack the growth capital to reach critical scale and often look elsewhere. Temasek's participation aims to help close that gap through the fund and its partners.

Temasek's entry into the Scaleup Europe Fund highlights a broader shift in how global sovereign investors view European innovation. By aligning with the European Commission and a leading private capital manager, the Singaporean investor is positioning itself to benefit from Europe's next generation of large technology and industrial companies. The move may also encourage other non-European institutions to consider similar commitments as the fund advances toward its 5 billion euro target.
