Tallinn-based regulatory technology company Instarc has raised a €1.25 million strategic investment from HFO Investments, which was advised by Athena Capital and Option 3 Capital. The funding will accelerate the commercial rollout of Instarc's cloud-native compliance platform among financial institutions and other accountable organisations in South Africa. The platform is designed to help regulated businesses meet evolving obligations under South Africa's Financial Intelligence Centre Act, commonly known as FICA.
A Unified Platform for Regulatory Processes
Instarc's platform delivers digital customer onboarding, identity and ownership verification, customer due diligence, compliance checks, document management, case workflows, regulatory reporting and audit records. It also provides APIs that allow these compliance capabilities to connect directly with the systems institutions already use. Rather than operating as a separate standalone tool, the technology embeds compliance activities into an institution's existing operating model.
Configurable by Design
The software is designed so that institutions can configure customer journeys and workflows according to their products, risk requirements and internal controls. This flexibility allows processes to be adjusted as regulatory obligations change without rebuilding the underlying technology. Instarc developed the approach to help compliance operate as part of the business rather than as an isolated function.

The transaction introduces HFO Investments as a strategic investor, with advice provided by Athena Capital and Option 3 Capital. South African Chief Revenue Officer James McKeown, a former Goldman Sachs executive, said his experience operating regulated cross-border businesses in South Africa helped shape the solution.
