Changer.ae, a regulated virtual asset custodian based in Abu Dhabi Global Market (ADGM), has signed a Memorandum of Understanding with Tether, the issuer of the USD₮ stablecoin. This strategic collaboration aims to explore the development of blockchain-enabled financial solutions and enhance the digital asset ecosystem within the UAE. The partnership signifies a major step towards integrating regulated stablecoin usage and improving cross-border transaction capabilities in the region.

A Strategic Vision for Digital Finance

The agreement underscores a shared ambition to accelerate blockchain innovation and expand the use of regulated digital asset solutions. Both parties are committed to contributing to the continued evolution of the ADGM as a premier digital finance ecosystem. This collaboration reinforces Abu Dhabi's standing as a leading global destination for fintech innovation and next-generation financial technologies.

Under the terms of the MoU, Changer.ae and Tether will evaluate opportunities to introduce regulated USD₮-to-fiat conversion services. They will also explore the development of advanced blockchain infrastructure to improve the efficiency and security of digital asset transactions. The ultimate goal is to enhance the interoperability of regulated virtual asset operations for businesses and institutions.

Fostering Ecosystem Growth and Education

Beyond technological development, the partnership includes a strong focus on educational and ecosystem-building initiatives. The companies plan to host a series of workshops, webinars, and executive masterclasses centered on blockchain innovation and digital transformation. These programs are designed to increase understanding and adoption of digital assets among individuals and businesses in the region.

A key objective is to foster strategic connections between investors, technology partners, and corporate organizations. This initiative aims to support robust knowledge exchange and encourage collaboration across the burgeoning digital asset sector. By creating these links, the partners hope to unlock new opportunities for business growth and technological advancement.

Leadership Perspectives and Regulatory Alignment

Paolo Ardoino, CEO of Tether, highlighted the UAE's emergence as a global hub for digital assets with a progressive regulatory framework. He expressed optimism that the partnership will advance the responsible use of blockchain technology through education and compliance. Ardoino emphasized the joint goal of building a more accessible and innovative financial system in the region.

Echoing this sentiment, Wang Hao, Senior Executive Officer of Changer.ae, stated that the collaboration reflects a commitment to responsible innovation. He noted that the two firms will explore secure, compliant, and efficient blockchain-powered solutions to support businesses. This work is intended to strengthen financial connectivity and contribute directly to the ADGM's expanding digital economy.

Both parties have acknowledged that the implementation of any future products or services is strictly conditional. All commercial arrangements arising from this initiative must fall within their respective regulatory permissions. This commitment ensures that any innovation will proceed only after obtaining all applicable approvals from regulatory authorities.

This memorandum between Changer.ae and Tether represents a significant milestone in the maturation of the UAE's digital asset landscape. The collaboration leverages Tether's global leadership in stablecoin technology with Changer.ae's regulated platform and regional expertise.
